Phase 4 - About Us
The Phase 4 Expansion project is the result of a Clean Water Community Partnership among the City of Battle Ground, Clark Regional Wastewater District and Clark County. Formed over 10 years ago, the goal of the partnership was to make decisions for improvements that would benefit all partners and ratepayers. |
The three agencies must work together to ensure that this system transports and treats the wastewater that comes from our community's homes and businesses. Clark County owns the system that transports and treats the wastewater that comes form the District and City service areas. Both the City and the District buy a percentage of the treatment capacity available in the County system. This is currently split at close to 80% for the District, and a little over 20% for the City. Costs of this critical environmental system are then distributed between existing ratepayers and new development served by the Clark Regional Wastewater District and City of Battle Ground. |
As the owner of the system, Clark County has the final authority for all decisions about the expansion. Of course all decisions must also comply with enviornmental and land use laws and regulations. The Clark Regional Wastewater District and the City of Battle Ground provide input into those decisions on behalf of their customers. Working as a team, the three partners ensure that all the improvements to the sytem benefit existing and future ratepayers. |
The partners formed a team of representatives from each agency to oversee the Phase 4 Expansion, and a licensed Professional Engineer, John Peterson was chosen to be the Program Manager. Mr. Peterson is responsible for managing the day-to-day work. He and the team have a common goal of serving the customers' needs to ensure theat maximum benefit is received for the ratepayer's investment. |
